Mr. Carter attended Arcadia High School, California State University, Long Beach where he attained a BA in English-creative writing and a Minor in Marketing. For his legal education and credentials and Juris Doctrate Degree, he attended Western State University, College of Law.

Bill enjoys Family time, Snorkeling, Kayaking, Reading, and Notre Dame Athletics and is married with one daughter, son-in-law and granddaughter.
